Because the World War II is not end, the US military could threaten the safety of His Majesty the Emperor;
Any official of the JPE Government who tries to meet His Majesty the Emperor privately, but not waiting the Emperor's edict or through a public requesting procedure, shall immediately remove his/her position from the JPE Government.
