The “Proclamation on the Forever Heaven Celebration Day of 2015 & National Banquet Invitation” was published on 20 December 2015 in Chinese language with email and physical mail to the UN Secretary-General H.E. Mr. Ban Ki-Moon, Swiss Federal Council, Japan, ICRC, ICC, and etc. It has been translated to English and published in official public website and emailed to the United Nations, ICRC, ICC and etc. on 6 August 2016, and it is submitted respectfully with this letter. “The Japan’s MacArthur Constitution which made sovereignty belong to people under the U.S. military occupation, was absolutely not proposed by Japanese people, but rather proposed by Imperial Japan Diet under the threat of U.S. military. The US-made Japan’s MacArthur Constitution is the biggest insult to the UN Charter, to the political independence of the Sovereign State, and to the political freedom of Japanese people.” extracted from Chapter 6.

“The Republic of China (“ROC”) was the name of a National Independence Movement held by Chinese people in the southeast of Mainland China since 1912 … and had finally failed its existence due to its corruption at the end of the Chinese civil war at its capital Nanking in October 1949.” extracted from Terms and Definitions. Figure 5 and Figure 6 could show the territorial boundary of the non-self-governing-territory-China, It could be the biggest territorial boundary of the People’s Republic of China (“PRC”) under International Law, if PRC does not separate and if PRC has not any merging treaty between other Asian countries.

“The United States starts to intervene Asian countries’ political independence, to break the International Law system in Asia, to cooperate with the Republic of China (“ROC”) and the People’s Republic of China (“PRC”) acting aggression against Asian countries just as the US court founded on 7 April 2009 that “America and China’s tumultuous relationship over the past sixty years has trapped the inhabitants of Taiwan (of Japan Empire) in political purgatory”, from the constructed 1937 Nanking Massacre Rumors designed by Professor Miner Searle Bates of USA nationality (see Annex 2).” extracted from Chapter 1.

“Four Reasons under International Law proving that the State of the Japanese Empire still exists and has never renounced any territories.” extracted from Chapter 2.

“And, the JPE Government needs the PRC Government to work with Japan Empire’s Protecting Powers to repatriate the great masses of Chinese people who had been transferred to the occupied Japan Empires’ territory Taiwan at the end of 1949 in violation of Article 49 of the 1949 Fourth Geneva Convention.” extracted from Annex 6.

The said Proclamation is based on:  (1) the Geneva Conventions of 1949 and their three Additional Protocols; (2) The Rome Statute of International Criminal Court (ICC); (3) The Universal Declaration of Human Rights (UDHR), which was proclaimed by the United Nations General Assembly in Paris on 10 December 1948 as a common standard of achievements for all peoples and all nations; and (4) the territorial integrity of principles of International Law and of the UN Charter,
To protect the Human Rights and property of the protected persons of Geneva Conventions of 1949 in the occupied territories in emergency;
To find the righteous, peaceful and respecting Human Rights solution to Asian Peace.
And it is very possible to affect the nationals of your State by the domestic law under Article 47 of the Fourth Geneva Convention of 1949 as mentioned in the said Proclamation; if you ignore the said Proclamation shall take the full responsibilities to the nationals’ property of your State in the occupied territories.
