The Government of the State of the Empire of Japan (The JPE Government) and the Red Cross of Japan Empire (RCJE) thank God, thank the United Nations, the United Nations Secretary-General António Guterres, the International Court of Justice, the International Criminal Court, and the International Committee of the Red Cross (ICRC).

大日本帝國政府及大日本帝國赤十字社感謝 上帝、感謝1949的日內瓦公約、感謝聯合國、感謝聯合國秘書長安東尼奧·古特雷斯、感謝國際法院、感謝國際刑事法院、感謝紅十字國際委員會。

The JPE Government published “Observing and Respecting the Geneva Conventions of 1949” GA-13-031-P1, “The Duties & Benefits of the Protecting Power for Executing the Fourth Geneva Convention of 1949 to the State of the Empire of Japan (Japan Empire, JPE)” GA-13-031-A1, and “ACCESSION TO THE GENEVA CONVENTIONS OF 1949 AND THEIR ADDITIONAL PROTOCOLS BY JAPAN EMPIRE” GA-13-031-A2 on 24 October of the United Nations Day of 2019;

And received the replying letter with Case Number GA-13-031 from the United Nations (Please see GA-13-031, https://www.regovje.org/files/GA-13-031.pdf). The first paragraph of the replying letter presents that the replying team acting on behalf of the United Nations Secretary-General said that the United Nations has carefully noted the said legal publications. That means that the United Nations has carefully noted the sovereign State of the Empire of Japan (Japan Empire) accepting and applying the provisions of the Geneva Conventions of 1949.

大日本帝國政府在2019年聯合國日10月24日發布「遵守並尊重1949的日內瓦公約」GA-13-031-P1、「大日本帝國的保護國做什麼事？」GA-13-031-A1、「大日本帝國簽署1949的日內瓦公約及其附加議定書」GA-13-031-A2；

並在2019年11月26日收到來自聯合國案號GA-13-031的回函(請見GA-13-031, https://www.regovje.org/files/GA-13-031.pdf)。回函的第一段，回覆的團隊即代表聯合國秘書長，表示聯合國已仔細注意到大日本帝國政府上述公告文件的內容。亦即表明聯合國已仔細注意到大日本帝國接受並援用1949日內瓦公約規定。

Article 2 of the IV GENEVA CONVENTION RELATIVE TO THE PROTECTION OF CIVILIAN PERSONS IN TIME OF WAR OF 12 AUGUST 1949 (herein ”GCIV” or “the Fourth Geneva Convention”) provides:

“They shall furthermore be bound by the Convention in relation to [the sovereign State of the Empire of Japan], if the [the sovereign State of the Empire of Japan] accepts and applies the provisions thereof.”

1949年8月12日關於戰時保護平民之日內瓦公約(下稱 日內瓦第四公約)的第二條規定:

“設若[主權國家大日本帝國]接受並援用本公約之規定時，則締約各國對[主權國家大日本帝國]之關係，亦應受本公約之拘束。”

Pursuant to Article 2 of the GCIV, the Japan Empire has declared that the Japan Empire respects and observes the Geneva Conventions of 1949 and their three Additional Protocols in all circumstances and applies the provisions thereof, then the Japan Empire and the Occupying Powers of the United States(USA) , the Republic of China(ROC), the United Kingdom and the British Empire, and the Union of Soviet Socialist Republics which are occupying the Japan Empire’s territories, shall all be bound by the Geneva Conventions of 1949.

依據1949的日內瓦第四公約第二條規定，主權國家大日本帝國已宣告在一切情況下尊重與遵守1949的日內瓦公約及其三個附加議定書並援用上述公約及議定書之規定，則主權國家大日本帝國與佔領主權國家大日本帝國的美國、中華民國、大英聯合王國與大英帝國，以及蘇聯，應即受1949的日內瓦公約之約束。

The JPE Government published “Requesting for the implementation of the Geneva Conventions of 1949 and their three Additional Protocols in the occupied territory of Taiwan” GA-13-031-P2, “JAPAN EMPIRE: DECLARATION RECOGNIZING AS COMPULSORY THE JURISDICTION OF THE INTERNATIONAL COURT OF JUSTICE” GA-13-031-A3, “DECLARATION ACCEPTING THE JURISDICTION OF INTERNATIONAL CRIMINAL COURT” GA-13-031-A4，and “Act of Auctioning the Equity of Building of Governor–General of Taiwan and with its Buyback” GA-13-031-A5 on 7 January 2020;

And received the replying letter with Case Number GA-13-031 dated on 14 January 2020 from the United Nations (Please see GA-13-031-20200114, https://www.regovje.org/files/GA-13-031-20200114.pdf). The replying letter presents that the United Nations wishes success to the Re-establishment of the sovereign State of the Empire of Japan (Japan Empire) and appreciates to the proposal of GA-13-031-A5, and if a State want to make a proposal in the United Nations should through its Ambassador to the United Nations.

大日本帝國政府在2020年1月7日發布「請求1949的日內瓦公約及其三個附加議定書在被佔領土台灣實施」GA-13-031-P2、大日本帝國:宣告承認國際法院的強制管轄權」GA-13-031-A3、「宣告接受國際刑事法院的管轄權」GA-13-031-A4、「台灣總督府之建物及其土地之股權拍賣及其回購辦法」GA-13-031-A5；

並收到聯合國案號GA-13-031之2020年1月14日之回函(請見GA-13-031-20200114 https://www.regovje.org/files/GA-13-031-20200114.pdf)。回函表示聯合國期許主權的大日本帝國之重建成功與感謝大日本帝國政府之GA-13-031-A5之提案，並表示如果國家要在聯合國提案，需在聯合國駐派大使，透過駐聯合國大使提案。

Formosa and the Pescadores (hereinafter “Taiwan”) of the sovereign State of the Empire of Japan, has been continuously occupied by the Chiang Kai-shek armed group (which is acting on behalf of the US-led Allied Powers) in violation of 1907 Hague Conventions and 1949 Geneva Conventions since 2 September 1945, the day the Instrument of Surrender signed by the sovereign Japan Empire to the belligerent sovereign States of the United States(USA) , the Republic of China, the United Kingdom and the British Empire, and the Union of Soviet Socialist Republics.

主權的大日本帝國的台灣，持續被美國為首的聯盟國派遣的蔣介石武裝團違反1907海牙公約及1949日內瓦公約佔領自1945年9月2日，該日主權的大日本帝國對交戰的主權國家之美國、英國、蘇聯及中華民國簽署投降協議。

The war crimes to the occupied civilians – Japan empire nationals in Taiwan has been continuously committed by the USA and its dispatched Chiang Kai-shek armed group (hereinafter “ROC”) as long as 75 years. The 20 million occupied civilians of Japan Empire nationals get their dawn of Human Rights from the United Nations, through the sovereign JPE Government under the honorable Geneva Conventions of 1949, institutes legal proceedings before the International Court of Justice and before the International Criminal Court, against the USA (and its ROC)'s military occupation in the occupied territory of Taiwan.

美國及其派遣的佔領軍-蔣介石武裝團(下稱 中華民國)長達75年對被佔領土台灣的平民2000萬大日本帝國國民的戰爭罪，由主權的大日本帝國政府，依據榮耀的1949的日內瓦公約，向國際法院、國際刑事法院，提告美國及其中華民國在被佔領土台灣的軍事佔領，得到來自聯合國的人權曙光。

The sovereign JPE Government in the occupied territory of Taiwan to protect the Human Rights of 20 million Japan Empire nationals which are protected by the GCIV, will:

1. Raise funds in accordance with GA-13-031-A5 and institute legal proceedings against the United States of America and its dispatched Chiang Kai-shek armed group (ROC) before the International Court of Justice and the International Criminal Court.

2. Raise funds in accordance with GA-13-031-A5 to re-establish and operate the Imperial Parliament and the JPE Government.

3. Raise funds in accordance with GA-13-031-A5 to elect the Permanent Ambassador of the Japan Empire to the United Nations to participate the United Nations’ peace works, to promote diplomatic relations between the sovereign Japan Empire and international political communication, and continue to implement the law of GA-13-031-A5 for the benefit of the United Nations and the ICRC and related countries and their people.

4. Continue to report to and to institute legal proceedings before the International Criminal Court on war crimes committed by the United States of America and its ROC in the occupied territory Taiwan.

主權的大日本帝國政府，在被佔領土台灣，保護2000萬大日本帝國國民-其被日內瓦第四公約保護的人權，將：

1. 依據GA-13-031-A5拍賣台灣總督府，以籌措資金、撰寫法律書狀，向國際法院、國際刑事法院控告美國及其中華民國。

2. 依據GA-13-031-A5拍賣台灣總督府，以重建及健全帝國議會及健全主權的大日本帝國政府。

3. 依據GA-13-031-A5拍賣台灣總督府，以籌措資金，選任大日本帝國之常駐聯合國大使，以參與聯合國的和平工作，以促進主權的大日本帝國之外交及國際政治之溝通，並持續進行法律GA-13-031-A5對聯合國及紅十字國際委員會及相關國家及其人民的利益。

4. 持續向國際刑事法院陳報及提告美國及其中華民國在被佔領土台灣的戰爭罪罪行。
