Terms
The State of the Japanese Empire, hereinafter “Japan Empire” or “JPE”;
The Re-establishing Government of Japan Empire is the Government of Japan Empire, hereinafter “JPE Government”;
The plenipotentiary, the prime minister of the Re-establishing Government of Japan Empire, is called “(Sec.) Prime Minister”.
The State of Japan, which was illegally forced to be independent from the Japan Empire on 3 May 1947 under U.S. military occupation, was recognized its independence and was entitled to use the name “Japan” as its State’s name in English by SFPT Article 1(b), hereinafter “Japan”;
International Committee of the Red Cross, hereinafter “ICRC”;
The Charter of the United Nations, hereinafter “UN Charter”;
Our most beloved and revered His Majesty the Emperor;
Dear ICRC President Peter Maurer, the Assembly and all the staff of ICRC;
Dear IFRC President Tadateru Konoé, the Assembly and all the staff of IFRC;
Dear Protecting Powers: ICRC, Japan, Swiss Confederation, Republic of Azerbaijan, Federal Republic of Germany, Italian Republic, Russian Federation, Republic of the Philippines;
Respected H.E. United Nations Secretary-General António Guterres, UN General Assembly, UN Security Council, All Ambassadors to the United Nations, All officials and staff of committees of the United Nations, and All Judges, prosecutors, clerks of ICJ and of ICC,
The JPE Government that respects and observes the Geneva Conventions of 1949 in all circumstances, pursuant to the Fourth Geneva Convention (hereinafter, “the present Convention”), Article 9 and 11 of the present Convention, requests ICRC, Japan, Swiss Confederation, Republic of Azerbaijan, Federal Republic of Germany, Italian Republic, Russian Federation, Republic of the Philippines to be Protecting Powers of Japan Empire.
There are mainly two States’ people in Formosa and Pescadores - the occupied Japan Empire territories. One is the Japan Empire nationals who has household registration (family registration) in Formosa and Pescadores before 2 September 1945 - the armistice day, the other is the Chinese refugees who was transferred from mainland China to the occupied territories in the end of 1949 by USA and its aggression army – the USAF-CRAG
(USAF-CRAG，please see “Annex 5: USAF-CRAG /,jusaf’krag / U.S. Aggression Force – Chinese Refugees Armed Group” of “The Japan Empire Proclamation on the Forever Heaven Celebration Day of 2015 & National Banquet Invitation” ).
Pursuant to Article 6 of the present Convention, the civilians of the occupied territories shall be settled permanently to the country where they are living and before their resettlement taking place shall continue to benefit by the present Convention, the JPE Government requests Protecting Powers and United Nations Peacekeeping Force immediately sending legitimate forces to station in the occupied Formosa and Pescadores to maintain and to supervise the performance of the present Convention.
Pursuant to Article 47 and 147 of the present Convention, the occupied territories shall applicate the occupied territories original law, courts shall be under the jurisdiction system of the occupied States, civil authorities shall be under the administration of occupied State’s officials, civil body shall proceed by the occupied State’s parliamentarians. But these above are all occupied by USAF-CRAG, since the day that Chiang Kai-shek landed Formosa on 25 October 1945 till now, in serious violations of Geneva Conventions of 1949.
The JPE Government urgently requests the Protecting Powers to rebuild courts.
The JPE Government requests the Protecting Powers to let USAF-CRAG return the building of Governor Authorities of Formosa (臺灣總督府), all civil authorities and civil body.
Pursuant to Article 49 of the present Convention, the JPE Government requests Protecting Powers to repatriate the mass Chinese refugees who were transferred illegally by USA and its USAF-CRAG at the end of 1949.
