Your Excellency,

On behalf of the sovereign State of the Empire of Japan (Japan Empire), I thank you and may God bless you, and under the honorable Geneva Conventions of 1949, I request the following:

1.

In the occupied territories of Formosa and Pescadores (which are territories of the sovereign State of Japan Empire, hereinafter “the occupied territory”, see Annex 1 – Part 1), our people, the Japan Empire nationals, nearly 20 million civilians have been continuously subjected to genocide (which is defined in the Rome Statute of the International Criminal Court) by the USA and its dispatched force - Chiang Kai-shek armed group.

The Japan Empire nationals do urgently need the protections of the IV GENEVA CONVENTION RELATIVE TO THE PROTECTION OF CIVILIAN PERSONS IN TIME OF WAR OF 12 AUGUST 1949 (GCIV)

 

2.

The government of the sovereign State of the Empire of Japan (also known as the Re-establishing Government of Japan Empire, hereinafter “JPE Government”) which has declared, accessioned, and reaffirmed to accept, observe the 1949 Geneva Conventions and their Additional Protocols in all circumstances (see Annex 2), does urgently need the official buildings for the re-establishment in the occupied territory. The Red Cross of Japan Empire also does urgently need official buildings and the Red Cross Hospitals in the occupied territory, to help Japan Empire nationals - the persons protected by the GCIV (hereinafter “the protected persons”).

Pursuant to the provisions of Article 6, 47, and 147 of the GCIV, in the occupied territory, I request the United States of America and its dispatched force - Chiang Kai-shek armed group to return immediately the civil authorities and building of Governor-General of Taiwan to the JPE Government.

Pursuant to the provisions of Article 3, 47, and 147 of the GCIV, in the occupied territory, I request the United States of America and its dispatched force - Chiang Kai-shek armed group to return immediately courts at all levels and courts buildings to the Department of Justice of JPE Government and the Formosa Court of Japan Empire.

Pursuant to the provisions of Article 3, 9, 10, 11, 12, 14, 30, 59, 61, 63, 76, 109, 111, 142 and 143 of the GCIV, in the occupied territory, I request the United States of America and its dispatched force - Chiang Kai-shek armed group to return immediately all the Red Cross buildings and the Red Cross Hospitals and all its related fields to the Red Cross of Japan Empire (RCJE).

 

4.

I urgently request the United Nations and USA to help JPE Government the re-establishing funds, to assist protected persons:

1) If he/she is trialed, shall deserve the passing of sentences by a regularly constituted court, affording all the judicial guarantees which are recognized as indispensable by civilized peoples, as provided by Article 3 of the GCIV.

2) In their social works and day to day lives, shall deserve without any adverse distinction based on the nationality of the occupied sovereign State of the Empire of Japan, as provided by Article 13 of the GCIV.

3) To live in the institutions and government which will be re-established as similar as they do before the military occupation, provided by Article 6 and Article 47 of the GCIV.

4) Free from genocide.

The Red Cross of Japan Empire (RCJE) needs ICRC’s assistance and rescue, the official vehicles of RCJE on duties of the 1949 Geneva Conventions, are attacked by the US dispatched force - Chiang Kai-shek armed group again and again. And, the US dispatched force - Chiang Kai-shek armed group also imposes monetary punishments on RCJE officials or takes money from RCJE officials’ bank accounts over and over again.

RCJE lacks funds and materials in assisting the protected persons in the occupied territory.

I urgently request the ICRC to station in the occupied territory as soon as possible.

 

6.

Pursuant to the provisions of the First Additional Protocol to the Geneva Conventions of 1949, the JPE Government designates the Protecting Powers as follows:

  1. Switzerland
  2. Thailand
  3. India
  4. Vatican City State
  5. Cuba
  6. Argentina
  7. Spain
  8. Timor-Leste
  9. Nigeria
  10. Democratic Republic of Congo
  11. Philippines
  12. Vietnam
  13. Japan
  14. Republic of Korea
  15. Democratic People's Republic of Korea

The Protecting Powers to the Japan Empire, from above mentioned States or from ICRC’s negotiations in accordance with the said Protocol, shall have the benefits and duties as provided in Annex 1, when they come to station in the occupied territory.

Please ICRC assist the said Protecting Powers in stationing in the occupied territory as soon as possible in accordance with Article 2, 4, 6, 9, and 11 of the GCIV and the said Protocol, thanks a lot.
